Westminster Project Services functioned as the Employer’s Agent and central programme leadership hub, steering a comprehensive infrastructure and site-enabling refurbishment programme at the client’s high-volume regional distribution node.

Project Overview

Westminster Project Services functioned as the Employer’s Agent and central programme leadership hub, steering a comprehensive infrastructure and site-enabling refurbishment programme at the client’s high-volume regional distribution node. WPS provided strategic oversight, cross-party contract administration, and full site orchestration to safeguard the network's high-volume transit pipeline. The program required managing strict interfaces between the corporate landlord, regional logistics heads, and the principal contractor, Stone PM.

Scope of Work

  • Phase 1: Concept & Landlord Enabling Works: Coordinated the initial layout engineering to translate two-person logistics requirements into actionable spatial designs. Supervised the pre-construction execution of landlord-funded works, including overhauling existing broken lighting arrays and precision-shaving hazardous metallic pillars flush to the yard floor to eliminate fleet tyre puncture risks.

  • Phase 2: Civil Engineering & Yard Reconstruction: Managed the structural sub-grade remediation and concrete levelling to eliminate dangerous drop-offs between adjacent slabs. Directed the structural extension of the concrete footprint to safely support the dead weight and severe turning friction of heavy delivery vehicles.

  • Phase 3: Infrastructure Setup & Live Commissioning: Led the structural widening of the main perimeter gate to accommodate vehicle turning geometries, installed heavy-duty timber sleepers and containment pyramids to segregate traffic flows from pedestrian zones, and integrated high-output floodlight arrays across the expanded yard for immediate handover into live operations.

Results & Impact

  • Fleet Modernisation & Readiness: The project successfully adapted the regional outpost’s physical layout to safely host and process high-capacity "Wag & Drag" logistics configurations, at once upgrading regional distribution throughput.

  • Regulatory Standards & Safety Safeguards: Achieved complete ground-hazard mitigation by isolating heavy freight paths from staff zones via heavy-duty containment structures and removing protruding ironwork, radically reducing on-site vehicle collision and damage metrics.

  • Operational Excellence & Zero-Downtime Execution: Supported 100% operational continuity for the regional pipeline throughout the 11-month construction timeline. Meticulous shielding and phasing ensured that day-to-day two-person delivery fleets loaded and left with zero disruption or lost transit slots.
